Fix docbook2x handling.
* Include the XML schemas/libs in the repo so we don't have to reach out to
   3rd parties
 * Fix the sed commands to work on both GNU and BSD variants

<para>This is generated reference documentation for all
user-specifiable processing instructions (PIs) in the
“common” part of the DocBook XSL stylesheets.

make global changes in formatting/output behavior across an
entire document, its better to do it by setting an
