fix(rust): support for rust-toolchain.toml (#2775)

* Add support for `rust-toolchain.toml`

* fix(rust): support for `rust-toolchain.toml`

* This commit adds support for `rusttoolchain.toml`.
* Added some tests.
* Added some comments on what the tests are checking.
* Changed code for `read_channel` to match the behavier of rustup.

* Update src/modules/rust.rs
