I Can confirm this bug. If you have a component without any layouts in site views it still adds the layouts folder to the xml of the component in the site section.

The error is causing the issue. The fact i entered a password shorter than 12 chars was. To silence the error if you add this line at 4013 just after opening the function setJoomlaPassword() { …
