feat: add py.typed for typing extensions
...
Extensions which use the tutor API need to know that the tutor package
is typed. For that we add the py.typed file.
Also, we fix the signature of get_typed.

Fix missing template files from python package
...
MANIFEST.in is unavoidable, as the template folder contains python
files.

Add all plugins (with data) to binary bundle
...
All existing plugins are added to the binary bundle, in their latest
version, so that users don't need to pip install tutor.
Also, the tutor MANIFEST.in file was removed to simplify the management
of package data.
