When running `tutor local quickstart -p` we were getting the following error:
Usage: custom [OPTIONS] ARGS...
Try 'custom --help' for help.
Error: Missing argument 'ARGS...'.
The docker-compose command sometimes accept a single command ("pull") with zero
argument.
