Régis Behmo b01f4d9c0e Better dev environment
The `dev` commands now rely on a different openedx-dev docker image.
This gives us multiple improvements:

- no more chown in base image
- faster chown in development
- mounted requirements volume in development
- fix static assets issues
- bundled ipdb/vim/... packages, which are convenient for development

**Tutor** is a docker-based `Open edX <https://openedx.org>`_ distribution, both for production and local development. The goal of Tutor is to make it easy to deploy, customize, upgrade and scale Open edX. Tutor is reliable, fast, extensible, and it is already used by dozens of Open edX platforms in the world.
