Cant save dynamic get with empty state key of access level on Tweak tab. #1018

Steps to reproduce the issue

While creating categories for own component. I realise cant save dynamic_get, because on Tweak tab access level not can be empty "state key" field.
I try on Sermons (Category id) (Bt) from example - same problem. Cant save with empty field.
I tested it on 3.1.24 and 3.1.28

JCB Version: 3.1.24
