What Happened?
When opening the views Layout and Template in JCB v3.2.1-rc3 I get the following error:

Note: This issue does not occur on JCB v5.0.0-rc3 and v4.0.0-rc3 installs.

This issue has been resolved since the release of v3.2.1-rc4 and can be closed.
