I want to make a menu item parameter that's used on multiple site views, but from what i've seen you can only assign a field to a tab, and that tab must be the same name as the site view. Assigning this parameter to ALL menu items is also fine if that's easier to make a workaround for. Anyone else have encounterd this?

The option to only have the parameter assigned to the menu does exist.

When you create the field that you will assign to the tab with the same name, (yes so that remains the same) but then in the field there is an extra section:

You will see that it says the following:

Display switch for dynamic placement in relation to the use of the field in menu and global configuration options. So the (config) option will only add the field to the global configuration area, (menu) will add the field only to the menu area.
