Workflows went through a long period of development and almost 30 language strings were never used. This PR marks them as deprecated

When the debug plugin was refactored for j4 using phpdugbar a large number of strings were remaining that are simply not used. Basically only the strings in the plugin settings are used. The plugin itself is only in english and does not use translatabvle strings.
This PR deprecates all 45 unused strings so that they can be removed in 5.0 and TT have less work to do
These language strings are not used in Joomla 4. They were added to address an issue with #31884 but then the entire view was removed with #32933
Test either by code review or simply edit one of the strings and see if the edited string is rendered either when you go to com_users and edit a user profile or when you click on your own username from the edit account link in the dropdown in the top right

This PR replaces the use of speech marks in the language files with escaped quotation marks.
This avoids the problem of a translator breaking their language pack by using non-escaped quotation marks instead of the speech marks.
Added the showon attribute entry to the form options

The text says download key but the filter says valid but it doesn't validate the key it just says if the field has content or not

The error message when you try to uninstall a template that still has child templates says "children". It is better to say "child" and that is the word used everywhere else.
