61c9167f1d [4.0] Password strength [a11y] (#24437) 
When creating a user in the adin we can see a password strength meter.

Currently the meter has an aria-describedby value of the following text.

This is not correct as the meter never receives focus. The text needs to have an aria-live value so that when the text is updated it is announced.

This PR corrects that using the technique from https://www.w3.org/WAI/tutorials/forms/examples/password/

There is no visual change
Viewing the source you will see that the aria-describedby in the progress bar div is now an id
And that the aria-live polite value has been added to the text div

* Fix overlap of editor and options

Hides the header and options in full screen mode to prevent overlap over the editor area in full-screen mode.

Another possible alternative is displaying both the options as well as the editor in full-screen mode but purely a user preference. Because the need for save and other options is not as important in full-screen mode.

c5eb836150 [4.0] Update check alerts (#24893) 
In J3 the quickicon for the new version etc where hidden in the bottom left of the control panel so we had a popup alert as well. As the quickicons are now bigger and right at the top we don't need the popup as well.

This PR removes the popup and associated strings and ensures that the icons get the red danger instead of the brown warning and also standardises the 3 strings so that the count is in the same place.

adf2670f68 [4.0] Permissions - title (#24348) 
Go to any page that is displaying the page for setting the permissions of a component

Pretty much wherever you hover you will see the title of the component being displayed (see screenshot)

This PR removes the title attribute (its not needed) and now you no longer see the title being displayed
