fix metalist TOC. Awesome go linters (#5493)
* Add "Awesome Go Linters" metalist
* Move meta-list section to top
As part of TOC syncing and fix markdown linting
* Revert add "Awesome Go Linters" metalist
Other awesome resources are not handled by repo
