remove ALLOW_PLANTUML_INCLUDE + update to 1.2023.9

- update Plantuml to v1.2023.9
- PlantUML core removed `OptionFlags.ALLOW_INCLUDE` and uses now the `PLANTUML_SECURITY_PROFILE`
