Add RectorConfigProvider to ask for configuration behave for 3rd party packages (#2187) 
* add note about deprecated configure() method

* bump rector config to ruleWithConfiguration()

* remove ParameterProvider from StaticEasyPrefixer, as requires complete alias cleanup messed with scoped

* add RectorConfigProvider

This repository (rectorphp/rector-src) is for development Rector only. Head to rectorphp/rector for documentation, install or creating an issue.


Building rectorphp/rector

Code of this repository requires PHP 8. For rector/rector package user the build downgrades code to PHP 7.2 and higher.
