Use https:// for linking CACHEDIR.TAG specs

That site might not have supported https:// when those links were
originally added. It does now.

Also dropping the _spec.html_ ending of the url, there being a `<link
rel="canonical" ...>` tag suggesting that that no longer being the
preferred address.
