Bugfix: The `--use-fs-snapshot` option now works on windows/386

Restic failed to create VSS snapshots on windows/386 with the following error:
|
|
|
|
GetSnapshotProperties() failed: E_INVALIDARG (0x80070057)
|
|
|
|
This is now fixed.
