583bcfb3c7 Add DowngradingListener 
"Inspired" by https://github.com/BenLubar/Rnoadm/maybetls
but avoids pulling the whole game as a dependency, and has the API slightly changed,
as it makes no sense to have non-tcp TLS listeners.
