Fixes #2151.

Since Walk.walkAndHashFiles ignores .stfolder and .stignore, they will
never be found by fs.Get(protocol.LocalDeviceID, sub) in
Model.internalScanFolder. As a result, when asked to scan those subs
we end up scanning the whole folder.
