Add RectorConfigProvider to ask for configuration behave for 3rd party packages (#2187)
* add note about deprecated configure() method

* bump rector config to ruleWithConfiguration()

* remove ParameterProvider from StaticEasyPrefixer, as requires complete alias cleanup messed with scoped

* add RectorConfigProvider
